To suppress an agitating plate from rotating in an unintended direction even if a rotation shaft is repeatedly rotated forward and backward.SOLUTION: A ground agitating device comprises: a support arm attached to a tip of a movable arm; a rotating shaft provided at a tip of the support arm that can rotate in one direction, as well as, in a direction opposite to the one direction; a plurality of agitating blades provided at both ends of the rotating shaft, which rotate with the rotation of the rotating shaft to excavate and agitate the soil; and an agitating plate mounted on the rotating shaft and bent in a dogleg shape. The agitating plate has one end extending linearly and the other end bent with respect to one end, and has a first wall portion and a second wall portion on a main surface of the agitating plate on a side far from the rotation shaft.SELECTED DRAWING: Figure 4
