The surrounding member 11 has a body 12 that independently surrounds an electric conduit pipe P drawn out from the through hole Wa in the through hole Wa, and forms a boundary extending in the thickness direction by the first facing surface 15a and a second facing surface 15b facing each other by surrounding.
