A display determination unit 102 determines an operation notification display, which is a display for notifying an operation to be taken by a vehicle, based on at least one of a position of the vehicle and a state of the vehicle. An irradiation instruction unit 104 instructs the irradiation device A201 and the irradiation device B202 to generate the operation notification display by irradiating a road surface of a traveling path on which the vehicle travels with light.SELECTED DRAWING: Figure 2
