To provide a vehicle operation detection device and a vehicle operation detection method which are capable of detecting a user gesture with high accuracy.SOLUTION: An operation detection device 110 includes a direction identifying unit 111 that identifies the direction of a user with relative to a vehicle 10 based on an image captured by a camera 50, and a gesture detecting unit 112 that detects a gesture containing a movement in the direction corresponding to the direction of the user based on the image captured by the camera 50 when the direction identifying unit 111 identifies the direction of the user.SELECTED DRAWING: Figure 1
