To provide a repair plan devising apparatus that effectively reduces road management works by devising a tangible object repair plan by determining a road structure (tangible object) that should be repaired with priority in view of a budget.SOLUTION: A repair plan devising system includes a measurement vehicle 10 that, while traveling on a road, measures a tangible object and a geographic feature and shape of the surrounding area of the tangible object in association with surface positional information thereof, and acquires point group data on the measurement results, a repair plan devising apparatus 20 that manages point group data indicating the shapes of tangible objects, etc., and tangible object data about the structure and property of each tangible object, and devises a repair plan for each tangible object, a manager terminal 30 that is operated by a road manager, and a user terminal 40 that is operated by a user who uses a tangible object.SELECTED DRAWING: Figure 1
