To compose restrain members having both retaining directions of translation and rotation, and followability to a surface shape allowing high toughness members to be installed despite a steel material shape.SOLUTION: A restrain member 4 for a steel structure in accordance with the present invention is the restrain member to be used by injecting a fluid hardening material to between layers of a two layer sheet formed with high Young fibers of which four sides are sealed and is provided with: a restrain sheet restraining a surface of steel material with injection pressure of the fluid hardening material after being placed to surround an object to be restrained with the two layer sheet; and a fiber reinforced sheet composing a composite body of the fluid hardening material and a fiber.SELECTED DRAWING: Figure 2
