To provide an underwater noise suppression construct that efficiently suppresses underwater noise and has a stable underwater mass, a method of manufacturing the same, an underwater noise suppression structure using the same, and an underwater noise suppression method.SOLUTION: An underwater noise suppression construct is a concrete construct which is used to suppress transmission of underwater noise, and includes 1-40 vol% of suppressing air.
