To provide a mover control system and a recording device that can prevent the spread of a specific pathogen by a mover.SOLUTION: A mover control system includes: a storage device 10 that is carried by a mover U and on which pathogen non-possession certificate information that proves that the mover U does not possess a specific pathogen and expiration date information of the pathogen non-possession certificate information are recorded; an information recorder 20 that is managed by a pathogen non-possession certificate administrator who has the authority to issue the pathogen non-possession certificate information and expiration date information, and records the pathogen non-possession certificate information and its expiration date information in the storage device 10; and a gate device 30 that enters the pathogen non-possession certificate information and its expiration date information of the storage device 10 carried by the mover U when the mover U passes, and allows the mover U to pass through only when the existence of the pathogen non-possession certificate information is confirmed and the time of entry of the information is within the expiration date of the pathogen non-possession certificate information.SELECTED DRAWING: Figure 1
