To provide a sub-structure of a building or a parking device suited to receiving or dispatching a baggage.SOLUTION: The conventional building sub-structure is improved to have a baggage receiving/depositing counter for at least one of receiving the baggage by a consignee or depositing the baggage to be transported by a consignor, a baggage temporary storage area for temporarily storing the baggage, and a baggage transferring mechanism capable of transferring the baggage between the baggage temporary storage area and the baggage receiving/depositing counter. The baggage transferring mechanism transfers the baggage between the baggage temporary storage area and the baggage receiving/depositing counter, according to at least one of a baggage receiving request by the consignee or a baggage sending request by the consignor.SELECTED DRAWING: Figure 2
