The controller 36 includes an identification unit 302 that identifies an origin-of-fire building, which is a building whose fire has been detected, out of the external buildings, and an activation control unit 303 that activates the fire spread preventer that can be used for the origin-of-fire building identified by the identification unit 302.SELECTED DRAWING: Figure 3
