To provide: an inorganic lightweight covering material that can be thickly coated on the surface of ceilings and generates less dust during coating; an inorganic lightweight covering material that can be thickly coated on the surface of ceilings, generates less dust during coating, and is less likely to cause dripping when coated on the surface of ceilings; and a method for forming a layer of the inorganic lightweight covering materials that can be thickly coated on the surface of ceilings and generates less dust during coating.MEANS: An inorganic lightweight covering material comprising rockwool, and an alkali silicate-containing binder, wherein the mass ratio of water contained in the binder to the sum of rockwool and solids in the alkali silicate-containing binder, and the mass ratio of rock wool to the water contained in the alkali silicate-containing binder are within specific ranges, respectively.SELECTED DRAWING: None
