To provide a pulley assembly that is easy to assemble and does not cause assembly defects, a window regulator, and a method for assembling the pulley assembly.SOLUTION: The pulley assembly includes: a pulley 81 on which a wire 4 is wound; a pulley bracket 82 that supports the pulley 81; a pulley cover 83 that is attached to the pulley bracket 82, covers pulley 81 and prevents the wire 4 from falling off the pulley 81; and temporary holding portions 126 and 127 that are formed on either one of the pulley bracket 82 and the pulley cover 83, are configured to allow attachment of the wire 4 in a state prior to an attachment of the pulley cover 83 to the pulley bracket 82, and hold the attached wire 4 in a position inside the pulley cover 83 in a state after the attachment of the pulley cover 83 to the pulley bracket 82.SELECTED DRAWING: Figure 5
