To provide a vibration control panel and a building that, since a plurality of vibration control devices can be evenly burdened with earthquake force by designing in advance the behavior of longitudinal members in earthquake (avoiding an unevenness deformation at top and bottom), reduce variations in service life and consequently can achieve life prolongation.SOLUTION: A vibration control panel according to the present invention is the vibration control panel installed between a lower beam and upper beam of a building, which comprises longitudinal members spaced from each other and a plurality of vibration control devices connected at intervals in a lengthwise direction of the longitudinal members between the longitudinal members. The longitudinal members include column bases joined to the lower beam and column heads joined to the upper beam, respectively. A junction between the lower beam and the column base, and a junction between the upper beam and the column head are constituted not to be a combination of rigid junction and pin junction.SELECTED DRAWING: Figure 1
