To provide a heat insulation window panel which can improve heat insulation and help to prevent a transparent plate material from falling off.SOLUTION: A heat insulation window panel 1 includes: a translucent member 10 that has light transmittance; an outdoor base material 20 that supports the translucent member 10 from the outdoor side via a first elastic body 51; an indoor base material 30 that supports the translucent member 10 from the indoor side via a second elastic body 52 without contacting the outdoor base material 20; and a panel member P that has a heat insulating material 40 arranged between the outdoor base material 20 and the indoor base material 30. The outdoor base material 20 and the indoor base material 30 have a hooking allowance for being caught by the other even when force acts on one of them in a direction of separating from the other and moves in the separating direction.SELECTED DRAWING: Figure 1
