To provide an inorganic heat insulating material composed of a substantially incombustible inorganic material, having a small thermal conductivity and a low bulk density when dried and a high adhesion strength, and to provide a method for forming an inorganic heat insulating material layer for spraying the same.SOLUTION: An inorganic insulation material of the present invention comprises (A) a cement slurry comprising mainly cement and water, and (B) rock wool, wherein when the ratio of the mass of water (W) to the sum of the mass of cement (C) and the mass of rock wool (RW), (W/(C+RW)) is 0.7 to 3.0; and the ratio of the mass of cement (C) to the sum of the mass of cement C) and the mass of rockwool (RW), (C/(C+RW)) is 0.05 to 0.3.SELECTED DRAWING: None
