To provide a drain operation control device capable of automating an operation of a power generating device at the time of draining a conduit of a hydraulic power generating facility.SOLUTION: A control device of a power generating device at a time of draining a conduit of a hydraulic power generating facility which utilizes water supplied through a conduit and a penstock connected with the conduit as energy source includes: data transmitting/receiving means 11 connected with external apparatuses including penstock pressure detection means and river water level detection means so as to transmit/receive data; and operation control means 41 for controlling an operation of the power generating device at the time of draining the conduit. The operation control means 41 controls the power generating device so as to perform a load operation according to a preset procedure and to perform a no-load operation successively to the load operation.SELECTED DRAWING: Figure 1
