To more efficiently suppress rainwater from flowing out of a site as surface drainage.SOLUTION: A rainwater infiltration promotion facility 1A according to an embodiment has a multilayer structure 60 including a planting soil layer 10 placed on top of an existing soil 2, and a promotion layer 20 disposed between the planting soil layer 10 and the existing soil 2 to facilitate drainage from the planting soil layer 10 to the existing soil 2. The water permeability of the promotion layer 20 is higher than that of the planting soil layer 10, and the capillary pressure of the promotion layer 20 is higher than that of the planting soil layer 10.SELECTED DRAWING: Figure 1
