To provide a package storage device, a package storage system, and a package storage method which are further improved in security.SOLUTION: An on-vehicle device 100 includes: a key unit 161 that locks a delivery box 160 of a vehicle; a camera unit 120 that captures an image of the outside of the vehicle; a memory unit 140 that stores a facial image; an authentication unit 130 that determines whether a facial image captured by the camera 120 and the facial image stored in the memory unit 140 match; and a key opening/closing unit 150 that opens the key unit 161 when the authentication unit 130 determines that the facial image captured by the camera unit 120 matches the facial image stored in the memory unit 140.SELECTED DRAWING: Figure 1
