To provide a dielectric having a high dielectric constant in a temperature range of 225°C or less, a small change rate of dielectric constant, and high insulating properties.SOLUTION: A ceramic material comprises, by mol: 0-15% of P2O5; 0-25% of GeO2; and 75-95% of Nb2O5, wherein the ceramic material further has: a dielectric constant of 700 or more in a temperature range of 225°C or less; a change rate of the dielectric constant of 30% or less; and an electrical conductivity of 10-8 S/cm or less. The ceramic material further includes (P(1-x)Gex)Nb9O25-α (00) as a crystal phase.SELECTED DRAWING: Figure 1
