To perform appropriate vehicle control even when a portable device is approaching a transmitter of a vehicle control device.SOLUTION: A vehicle control device transmits a request signal P1 including two measurement signals different in signal intensity to a portable device. The portable device measures reception intensities RSSI(1) and RSSI(2) corresponding to respective measurement signals, and returns a response signal Q1 including the two reception intensities to the vehicle control device. When at least one of the reception intensities reaches an upper limit value Z in a measurable range, the vehicle control device transmits, to the portable device, a request signal P2 including proximity information indicating that the portable device is approaching a transmitter of the vehicle control device. When the portable device receives a request signal P2 containing proximity information, the portable device reduces the reception sensitivity to the measurement signal so that the measurement value of the reception intensity of the measurement signal does not reach an upper limit, measures the reception intensity again, and returns a response signal Q2 containing the two measured reception intensities to the vehicle control device.SELECTED DRAWING: Figure 2
