To reduce the labor of an operator required for a proof rolling test.SOLUTION: A settlement measurement device comprises: a first camera 300 that captures a pre-travel image IMG_B of a rear wheel of a tire roller; a second camera 310 that captures a post-travel image IMG_A of the rear wheel of the tire roller; a positioning device 330 that measures the current position POS of the tire roller; and an electronic controller 320. The electronic controller 320 is configured to obtain the deformation amount of a roadbed based on the difference between the pre-travel image IMG_B and the post-travel image IMG_A, and to record in a recording medium such as a nonvolatile memory 322B and a volatile memory 322C in time series a record that associates the deformation amount with the current position POS measured by the positioning device 330.SELECTED DRAWING: Figure 5
