To provide a primer composition with excellent adhesion between a porous material and a surface protective layer.SOLUTION: The primer composition is a primer composition to be applied to a surface of a porous material, and contains a silicone-modified acrylic copolymer resin. After 5 drops of the primer composition are dropped into water at a liquid temperature of 23°C in a container and left stationary for 5 minutes, a film is formed on the water surface.SELECTED DRAWING: None
