To improve the convenience of a system that remotely controls a controlled device by using a mobile device that can be carried by a user.SOLUTION: A communication device 11 wirelessly communicates with a mobile device 30 that can be carried by a user 20. A first processing device 12 intermittently obtains a signal reception strength value from the communication device 11 in the mobile device 30 or a signal reception strength value from the mobile device 30 in the communication device 11, and calculates statistical values with less variance than the signal reception strength values by applying statistical processing to the plurality of signal reception strength values. A second processing device 13 selectively performs any one of multiple types of remote control related to a controlled device based on the relationship between the statistical values and a plurality of threshold values.SELECTED DRAWING: Figure 1
