To provide a technique for an outer wall capable of freely exhibiting a blinding function, a ventilating function, a soundproofing function, and a heat insulating function, which can block the line of sight from an outside.SOLUTION: The present invention comprises a plurality of vertically arranged louvers, a base having the louvers, and an opening and closing angle adjusting mechanism for adjusting the opening and closing angles of the louvers. The plurality of louvers are formed by dividing regions connected by connecting members that share the respective opening and closing angles, and adopting a configuration in which the opening and closing angles of the louvers are changed differently for each of the divided regions.SELECTED DRAWING: Figure 1
