To provide: a device for horizontally pulling and moving precast concrete blocks on rails which can change a bottom position; and a method for improving workability which requires high precision for a foundation work in conventional construction methods.SOLUTION: A device comprises: a foundation pedestal serving as an installation foundation for a structure; a plurality of rail foundations installed on the foundation pedestal and having elasticity for setting height of rails; a rail plate which comprises two protruding members continuing in a longitudinal direction in the vicinity of both ends in a shorter direction on the plurality of rail foundations and whose fluctuation of a planar position is suppressed; a plurality of rolling elements arranged at approximately equal intervals in the longitudinal direction between the two protruding members on the rail plate; and a sled placed on the rolling element and loaded with the blocks to move.SELECTED DRAWING: Figure 1
