To enable a cylindrical body to be easily expanded.SOLUTION: A tsunami suppression device 10 comprises: a flexible cylindrical body 20 in a contracted state; and a cylindrical body inflating portion 50 which includes a solid or liquid reactant 51 that is stored in an internal space of the cylindrical body 20 or a space communicating with the internal space of the cylindrical body 20 and that can generate gas by a chemical reaction and a reaction generating section 60 that makes the reactant 51 cause the chemical reaction and which inflates and erects the cylindrical body 20 by the gas pressure generated by the chemical reaction of the reactant 51.SELECTED DRAWING: Figure 1
