To provide a window panel capable of securing visibility from an indoor side to an outdoor side while blocking a line of sight from the outdoor side to the indoor side.SOLUTION: A window panel 1 includes a light emitting section 2 that emits light, a light reflection layer 4 that reflects the light from the light emitting section 2, and a low reflection layer 5 that is provided on the light reflection layer 4 and has a lower light reflectance than the light reflection layer 4. Opening holes 4a and 5a are formed in the light reflection layer 4 and the low reflection layer 5 of the window panel 1, respectively.SELECTED DRAWING: Figure 1
