To provide a modified asphalt emulsion, asphalt mixture, and method of repairing asphalt pavement that enable quality equivalent to the recycled CAE method without the use of cementitious materials.SOLUTION: A modified asphalt emulsion is mixed with an aggregate to reconstruct a stable treatment subbase, and contains asphalt, an emulsifier, and an adhesive resin. The emulsifier is a cationic emulsifier. Further, the adhesive resin contains at least one of a terpene-based adhesive resin and a rosin-based adhesive resin.SELECTED DRAWING: Figure 2
