To provide a polymer cement composition having excellent spraying performance with controlled dust degree, and excellent thick-spraying properties, dimensional change rate, and compressive strength, and to provide a polymer cement mortar.SOLUTION: A polymer cement composition comprises a binder, a re-emulsified powder resin, a shrinkage reducing agent, and a fine aggregate. A particle size of the fine aggregate is such that a mass percentage of particles having a particle diameter of 5 mm or larger is less than 1 mass% and a mass percentage of particles having a particle diameter of 1.2 mm or larger and smaller than 5 mm is 51 mass% or more and 85 mass% or less based on the total mass of the fine aggregate, a content of the fine aggregate is 120 pts.mass or more and 240 pts.mass or less based on 100 pts.mass of the binder, and a content of the shrinkage reducing agent is 0.1 pts.mass or more and 7.5 pts.mass or less based on 100 pts.mass of the binder.SELECTED DRAWING: None
