To simplify a work process in cutting and removing concrete members underwater, and to improve safety of underwater work by omitting underwater work by divers.SOLUTION: An underwater cutting device that cuts a concrete member underwater includes a cutting mechanism that cuts a concrete member with a wire saw, and a mounting frame to which the cutting mechanism is attached and which surrounds the concrete member. The cutting mechanism includes a drive mechanism that causes the wire saw to travel around, and a cart that causes the wire saw to come into contact with the concrete member. The cart includes a driven pulley around which the wire saw is wound, and are arranged in pairs with the concrete member in between.SELECTED DRAWING: Figure 2
