To provide a "security management device and security management method" capable of reducing security risk in a system using a radio communication device as a digital key.SOLUTION: A security management device includes: a mode switching part 11 for controlling switching between a principal usage mode and a third person usage mode regarding a mode set with regard to the use of an NFC card 3; and an operation control part 12 for controlling the operation as a digital key by communication with a portable communication terminal 2 or the NFC card 3. By making the operations different between the principal usage mode set time and the third person usage mode set time, even if a finder of the NFC card 3 tries to use the card fraudulently when the NFC card 3 is used with the principal usage mode, restriction can be imposed on the usage of the digital key by an operation different from that of the third person usage mode, and this prevents the finder of the NFC card 3 from freely using a vehicle.SELECTED DRAWING: Figure 2
