To provide a solar panel stand and a solar power generation roof capable of dealing with the thickness of a solar panel, suppressing a decrease in strength, and shortening a development period.SOLUTION: A solar panel stand 3 includes a vertical beam 31 that is formed to extend in an inclination direction of a roof and fixed to the roof; a horizontal beam 32 formed to extend in a direction perpendicular to the inclination direction and connected to the upper portion of the vertical beam 31 to support a solar panel 4 from below; and a spacer member 5 disposed at least on a ridge side X2 of the horizontal beam 32 and disposed between the horizontal beam 32 and the solar panel 4.SELECTED DRAWING: Figure 5
