To provide an operation apparatus that can improve an operability of a rotation operation unit and a construction machine including the operation apparatus.SOLUTION: An operation apparatus 10 of a construction machine 1 includes a rotation operation unit 12 that accepts rotation operation, and a display unit 4 that displays an operation target that can be operated by the rotation operation unit 12. A control unit 6 to control the operation apparatus 10 applies a first operation content according to a rotation operation amount to the operation target in response to a first operation in which the rotation operation amount of the rotation operation unit 12 is less than an operation amount threshold value for predetermined unit time, and applies a second operation content different from the first operation content to the operation target in response to a second operation in which the rotation operation amount is equal to or more than the operation amount threshold value for the unit time.
