To provide an operation apparatus that can improve an operability of a rotation operation unit and a construction machine including the operation apparatus.SOLUTION: An operation apparatus 10 of a construction machine 1 includes a rotation operation unit 12 that accepts rotation operation, and a display unit 4 that displays an operation target that can be operated by the rotation operation unit 12. A control unit 6 to control the operation apparatus 10 applies a first operation content according to a rotation operation amount to the operation target in response to a first operation in which the rotation operation amount of the rotation operation unit 12 is less than an operation amount threshold value for predetermined unit time, and applies a second operation content different from the first operation content to the operation target in response to a second operation in which the rotation operation amount is equal to or more than the operation amount threshold value for the unit time. 【課題】回転操作部の操作性を向上することができる操作装置及びこの操作装置を備える建設機械を提供する。【解決手段】建設機械１の操作装置１０は、回転操作を受け付ける回転操作部１２と、回転操作部１２で操作可能な操作対象を表示する表示部４と、を備える。操作装置１０を制御する制御部６は、回転操作部１２の回転操作量が所定の単位時間当たり所定の操作量閾値未満である第１操作に応じて、回転操作量に従った第１操作内容を操作対象に適用する一方、回転操作量が単位時間当たり操作量閾値以上である第２操作に応じて、第１操作内容と異なる第２操作内容を操作対象に適用する。操作対象は、第１操作と第２操作とによって、異なる方向に遷移する。【選択図】図１
