To improve water stop performance.SOLUTION: A water stop plate packing 23 provided at the lower end of a water stop plate 10 over the lateral width direction includes an integral configuration of an elastic pressure contact part 23a elastically deformed by being brought into pressure contact with a lower side immovable surface G and a connecting part 23b connected to the water stop plate 10 on the upper side of the elastic pressure contact part 23b, the elastic pressure contact part 23a being configured such that an outer dimension w thereof in the thickness direction of the water stop plate is gradually reduced downward.SELECTED DRAWING: Figure 5
