To eliminate dispersion of determination by a confirmation person by recognizing a part requiring repair of a road sign body on a map.SOLUTION: A server 60 comprises: an acquisition unit (communication unit 62) that acquires, from a vehicle-mounted device 10, position information of a point at which an image including a road sign body is captured and distance information indicating a detection distance of the road sign body detected from the image; a map data accumulation unit 65 that accumulates map data including at least a place; a determination unit (control unit 61) that determines an abnormal state of the road sign body based on a comparison result of the detection distance and a threshold; and an output unit (communication unit 62) that outputs result information obtained by superimposing a determination result of the determination unit on the map data.SELECTED DRAWING: Figure 8
