To provide: a complex oxide which, while having a thermal expansion coefficient restricted to a practically trouble-free extent, exhibits a high oxygen permeation rate at lower temperature; and an oxygen permeable membrane and an oxygen separation device using the same.SOLUTION: A complex oxide is represented by the following formula (a): Ba(4-p)CaqFe(3-r)MsO(9+t) (a).
