To evaluate road surface states with good accuracy.SOLUTION: A road surface evaluation device 10 comprises: an information acquisition unit 111 that acquires position information on a plurality of vehicles traveling along a road, acceleration information indicating the acceleration of the plurality of vehicles, travel image information including the captured image of a road surface, and travel sound information indicating the traveling sound of the plurality of vehicles, as travel information on the plurality of vehicles; a storage unit 120 that stores map information including roughness information indicating the roughness of a road surface; an evaluation unit that evaluates the roughness of the road surface on the basis of the travel information on the plurality of vehicles acquired by the information acquisition unit 111; and an update unit that updates roughness information corresponding to the road stored in the storage unit on the basis of the evaluation result of the evaluation unit.SELECTED DRAWING: Figure 3
