To provide a moving body control device, a moving body control method and a program that can suppress a power consumption in recognizing a user of a moving body through communication.SOLUTION: A moving body control device 1 comprises: a communication control part 11 which switches a first communication part between an operation state and a stop state in predetermined cycles; and an object identification information recognition part 15 which searches for a portable terminal within a first search range nearby an external object seat of a moving body 100 when an object door operation recognition part 12 recognizes the operation of an object door and the first communication part 30 is in the operation state, and actuates the first communication part 30 when the first communication part 30 is in the stop state so as to search for the portable terminal within a second search range nearby the object seat including the inside and outside of the moving body 100.SELECTED DRAWING: Figure 2
