To provide a concrete composition capable of reducing the amount of temperature rise due to heat of hydration, as well as, a binder and a cement composition useful for production of the concrete composition.SOLUTION: A binder is provided that includes cement and blast furnace slag fine powder. The cement has a C3S content of 25.0 mass% or more and 45.0 mass% or less, a C3A content of 2.5 mass% or more and 6.5 mass% or less, and a SO3 content of 1.5 mass% or more and 3.0 mass% or less. The cement content in 100 pts.mass of the binder is 20.0 pts.mass or more and 40.0 pts.mass or less. The blast furnace slag fine powder content in 100 pts.mass of the binder is 60.0 pts.pts.mass or more and 80.0 pts.mass or less.SELECTED DRAWING: None
