To provide an outer covering film capable of improving moisture permeability while keeping the long-period heat insulating performance of a foam heat insulator excellent.SOLUTION: There are provided: an outer covering film that is arranged over at least one surface of resin foam, and has an oxygen permeability of 200 cc/m2 24 hr atm or less and a moisture permeation resistance of 0.1 m2 s Pa/ng or less; and a foam heat insulator having the outer covering film.SELECTED DRAWING: Figure 1
