The present invention relates to a permanent anchor used to prevent a cut surface in a cutting area of rocks or the ground or an excavation wall in various civil engineering works from being collapsed. The permanent anchor has very simple configuration formed of a tension wire, a mounting head part, a spring steel material, and a packer by forming the spring steel material inserted in the outside of the tension wire to be fixed on the mounting head part on a connection part of the mounting head part and the tension wire, fastening both ends of the packer by inserting the packer inside the spring steel material to receive the tension wire, and positioning a grout injection pipe inside the packer; thereby reducing manufacturing costs and enabling mass production. The present invention quickly penetrates the permanent anchor by minimizing resistance due to the interference with the inner wall of an anchor hole in a process of penetrating the permanent anchor into the anchor hole using a spiral spring steel material; increases an anchoring speed and an anchoring force with the anchor hole as the packer is directly expanded to be in contact with the inner wall of the anchor hole; and is effectively constructed as the spirally expanded packer improves the anchoring force of the permanent anchor.
