본 발명은 백금족 금속(PGM, Platinum Group Metal) 회수공정에서 부산물로 발생하는 환원슬래그을 포함하고, 바람직하게는 5중량% 내지 30중량% 포함하는 콘크리트 2차 제품용 시멘트 조성물에 관한 것으로, 산업 부산물을 자원화하여 경제적이면서도, 그 강도가 높아 우수한 시멘트 제품을 제조할 수 있다.
