Disclosed is a functional sanitary toilet seat comprising: a seat panel mounted on a top of a toilet and provided with a drain hole at a central portion; a hinge member attached on one side surface of the seat panel; a foldable pad plate coupled to the seat panel through the hinge member, and including a communication unit to execute a call function and one or more control buttons to control the call function; a seat cover corresponding to the seat panel to be covered on an upper part of the seat panel; and a damper connected between the seat panel and the seat cover to reduce a collision speed between the seat panel and the seat cover when the seat cover is lowered. According to the present invention, the call function is able to be executed with the foldable pad plate attached on the one side surface of the toilet seat, therefore the sanitary toilet seat is able to be particularly used for a rescue request in an emergency situation. Moreover, the foldable pad plate is able to be folded by 360° and in any upper, lower, left, and right direction to be usefully used in a narrow toilet space. Moreover, the sanitary toilet seat uses the damper such that unpleasant sound due to a fall head is not generated when the toilet seat is closed.
