An outer heat insulating panel using a frame structure according to an embodiment of the present invention includes a front steel plate, a rear steel plate spaced apart from the front steel plate in the thickness direction, and a frame member disposed between the front steel plate and the rear steel plate. The frame member includes a first frame portion projecting upward and downward from the upper side of the front steel plate and the rear steel plate and extending longitudinally in the left and right direction, a second frame portion spaced apart from the first frame portion upward and downward, recessed upward and downward on the lower side of the front steel plate and the rear steel plate, and extending longitudinally in the left and right direction, a third frame portion projecting leftward and rightward from the left side of the front steel plate and the rear steel plate and extending longitudinally upward and downward, and a fourth frame portion spaced apart from the third frame portion leftward and rightward, recessed leftward and rightward on the right side of the front steel plate and the rear steel plate, and extending longitudinally upward and downward. The first frame portion includes an upper drainage path recessed inward in the upper surface and formed longitudinally in the left and right direction. The second frame portion includes a lower gasket projecting outward in the lower surface and formed longitudinally in the left and right direction. The distance from the front surface of the front steel plate to the upper drainage path differs from the distance from the front surface of the front steel plate to the lower gasket.
