The present invention relates to a device for restoring natural bedrock marine plants ground and to a restoration method thereof. A bedrock fixing frame which is horizontally installed on the other side of underwater bedrock surface and a wire fixing frame are vertically connected to one end of the bedrock fixing frame, and thus a ′ㄴ′ shaped fixing plate having a ′ㄴ′ shape is spaced at regular intervals and one or more ′ㄴ′ shaped fixing plates are installed horizontally or vertically. A wire penetrates the wire fixing frame of the ′ㄴ′ shaped fixing plate and one or more ′ㄴ′ shaped fixing plates are connected thereto, and thus a weft rope, to which the seaweed seedling has been implanted, is routed surrounding the side surface of the wire.
