According to the present invention, a surface crack repair device for concrete and asphalt comprises: a main body frame having wheels and a connection bar to be connected to a vehicle to be transported; a first hopper which is installed on the main body frame, and stores aggregate; a first tank which is installed on the main body frame, and stores a flexible latex-based composite paint film-type composition; a second tank which is installed on the main body frame, and stores water; a second hopper which is installed on the main body frame, and stores glass fiber powder; a belt conveyor to guide the aggregate supplied from the first hopper and the glass fiber powder supplied from the second hopper towards a discharge hopper; the discharge hopper which is rotatably installed on the main body frame, mixes the aggregate and the glass fiber powder provided by the belt conveyor, the latex-based composite paint film-type composition and the water, and discharges the mixture out of the vehicle; and a control unit to adjust opening and opening degrees of the first hopper, the second hopper, the first tank, and the second tank to consistently supply the aggregate, the latex-based composite paint film-type composition, the water and the glass fiber powder at a set ratio.
