According to the present invention, a movable window locking device comprises: a main body fixedly coupled to a first window; and a rotating body connected to the main body, and preventing movement of a second window through rotation. The main body includes: a coupling portion having a flat groove so that either a front or rear side thereof contacts and is coupled to the first window; a central portion connected to the coupling portion, and having an insertion groove for coupling to the rotating body; and a rotating shaft present on the insertion groove while passing through a portion of a lower end of the rotating body so that the rotating body can rotate. The portion of the lower end of the rotating body has a narrow width and is positioned on the insertion groove. A through hole through which the rotation shaft passes is present in the portion of the lower end. The rotating body rotates at a predetermined angle around the rotating shaft to prevent the movement of the second window. Therefore, two windows can be fixed by attaching the rotatable locking device to either an inner or outer window.
