The present invention allows a worker to ascend to a rooftop by allowing a portable driving unit to lift a moving footplate and a moving handle to the rooftop if the worker steps on the moving footplate and stays still while holding the moving handle. On the other hand, when the worker descends to the ground from the rooftop, the portable driving unit lowers the moving footplate and the moving handle to the ground to allow the worker to descend to the ground from the rooftop if the worker steps on the moving handle and stays still while holding the moving footplate after changing the vertical positions of the moving footplate and the moving handle.
