The present invention relates to a cement-based grouting composition, wherein the cement-based grouting composition is formed by mixing a curing agent obtained by mixing 190 to 230 kg of a cement composite, 22 to 28 kg of an admixture, and 400 to 440 L of water with an accelerating agent formed of a silica sol acid solution in a weight ratio of 1:1, the cement composite is a mixture of cement and a composite in a weight ratio of 5:5 to 6:4, the composite includes 65 to 75 wt% of silicate, 22 to 28 wt% of fly ash, and 3 to 7 wt% of a polycarboxylic acid-based compound, the admixture includes 60 to 70 wt% of quicklime and 30 to 40 wt% of silica, and the silica sol acid solution includes 30 to 34 wt% of sodium silicate, 60 to 66 wt% of water, and 3 to 7 wt% of a 90% sulfuric acid aqueous solution. Accordingly, workability is improved.
