The present invention relates to an eco-friendly multi-purpose system for removing snow and fine dust by using water, which can be installed on roads, bridges, footbridges, overpasses, tunnel entrances and exits, alleys, promenades, cultural properties, vinyl greenhouses, barns, environmental facilities, factories, and the like to spray warm water when it snows to remove snow, thereby preventing the snow from accumulating, and to spray water into the air to remove fine dust, and can be installed in facilities that generate odor, such as barns, to remove the odor. The eco-friendly multi-purpose system can be configured to use tap water, underground water, rainwater, river water, etc., as raw water, to maintain the temperature of introduced raw water at 5-30℃ by using a heater in a heating tank, and to spray the heated raw water with a spray pump when snow removal is needed, thereby removing snow.
